Jane Phelps-Tschang, M.D., M.A.

Dr. Jane Phelps-Tschang has been a Washington State representative to the APA Assembly on the WSPA executive committee since 2019 and she resides in Spokane. Originally born in Taiwan, Dr Phelps-Tschang arrived in Washington by way of Baltimore, New York, London, Indianapolis and Pittsburgh. She had a prior life as an art historian, graduating with BA cum laude in History of Art and Architecture from Brown University and MA with honors in Contemporary Art Criticism from the University of London. Dr. Phelps-Tschang went to medical school at University of Pittsburgh School of Medicine, and completed psychiatry residency and child and adolescent psychiatric fellowship at Western Psychiatric Hospital, University of Pittsburgh Medical Center (UPMC). She also completed a Public Service Psychiatry Fellowship at University of Pittsburgh, as well as advanced training in psychodynamic psychotherapy at the Pittsburgh Psychoanalytic Center. Dr Phelps-Tschang is interested in issues relating to systems of care. In her clinical practice, Dr Phelps-Tschang is the psychiatrist of the only partial hospitalization and intensive outpatient program for 8-12 years-olds in Spokane. She also volunteers as a member of the Children’s Intensive Resources Task Force Committee for Spokane County. In her academic role, Dr. Phelps-Tschang is the Associate Program Director for the newly established Child and Adolescent Psychiatric Fellowship at Providence Sacred Heart Children’s Hospital, and has a strong interest in educating the next generation of psychiatrists. On the national level, in addition to being one of three APA Assembly representatives for Washington state, she is currently serving on the Assembly reference committee relating to Education and Life Long Learning.
